Publius Nonprofit, founded in January of 2005 during the Global War on Terror is based in Hackettstown, New Jersey. Publius is a nonprofit organization that was originally created to provide a coalition of good-will opportunities to various organizations and individuals who wanted to develop their own troop support campaign(s) during a time of war.

To provide needed outreach services and support to those who have honorably served or are currently serving
in the United States Armed Forces; home or abroad. To provide educational and military support opportunities
to individuals, schools, and organizations that seek to fulfill community service mandates.
All Veterans Memorial (AVM), founded in May 2006 is an off-shoot of Publius Nonprofit, is an educational military complex that is comprised of pavers denoting honorable military service of individuals who served in the U.S Armed Forces and the development of our great nation. From the planning stages to fundraising to the setting of the final paver, the AVM was built on community enthusiasm, strength, and talents. On its face, the memorial is a regal complex that provides a place to honor, reflect and host reverent military observances, however, when one takes a much closer look, the AVM is modern day proof that “We the People” continue to cherish our freedom and those who risk their lives to preserve it. The AVM, or more commonly referred to as "The People's Memorial" was funded by private donations and remained in-line with the 100% Rule.
Publius and all its affiliates are strictly confined to the 100% Rule; meaning that 100% of the donations and fundraising monies garnered must be applied to the expressed intent of the solicitation which would only include the cost of construction materials and installation. The 100% Rule is specific to the management and manpower needed for the successful completion of any project. Publius' 100% Rules mandates that all tasks performed by the organization must be completed by volunteers only. We believe that is how a true nonprofit should conduct its business.
As the war on terror intensified, so did the needs of countless service men and women fighting overseas. During the development of the AVM, the committee saw the need to create another branch that would provide community awareness and outreach services for veterans called All Veterans Alliance (AVA) which was immediately embraced by private individuals, schools, community organizations and corporations from New Jersey to Pennsylvania. The close affiliation between the AVM and AVA would eventually merged the two nonprofit's identity into one, transferring the memorial complex and veterans outreach onto the All Veterans Memorial.
